Marina Blvd. "S" Overlay District 2 August 26, 1997 <br />portions of side streets, between Doolittle Drive and Washington Avenue. The following text is the <br />proposed Review Criteria for the three portions of Marina Boulevard and surrounding streets. <br />Review Criteria <br />Purpose: To encourage uses that 1) recognize the gateway, industrial/distribution, and <br />recreational aspects of Marina Boulevard and surrounding streets from Doolittle Drive to <br />Interstate 880; 2) recognize the regional retail and automobile sales aspects of Marina Boulevard <br />and surrounding streets from I-880 to San Leandro Boulevard; and 3) recognize the <br />neighborhood commercial and residential aspects of Marina Boulevard and surrounding streets <br />from San Leandro Boulevard to Washington Avenue. <br />Description of Marina Entryway Area: <br />The Marina Entryway area is identified as Marina Boulevard and portions of surrounding streets <br />between Doolittle Drive and Interstate 880. The Marina Entryway can be characterized by older <br />neighborhood commercial establishments and industrial uses that range from new, upgraded <br />industrial park uses to vacant or underutilized industrial properties. The neighborhood commercial <br />establishments in the vicinity of the Marina Boulevard/Doolittle Drive intersection serve the <br />immediate neighborhood of Marina Boulevard and Doolittle Drive. The commercial <br />establishments in the vicinity of the Marina Boulevard/Merced Street intersection are more regional <br />serving with access to Interstate 880. Industrial park uses are found in the vicinity of the Marina <br />Boulevard/Merced Street intersection and at Verna Court. <br />The Marina Entryway area is a gateway to San Leandro from the Metropolitan Oakland <br />International Airport and is a gateway to the San Leandro Marina, a precious City resource. The <br />City is in the process of undertaking capital improvements at key intersections as part of the <br />gateway to the City from the Oakland Airport and as a gateway to the Marina. This area is ideal for <br />industrial uses that can utilize the excellent transportation resources of the Oakland Airport as well <br />as access to Interstate 880. This area is also ideal for high quality commercial uses that capitalize <br />on both the neighborhood serving uses and regional attraction of the area. <br />Marina Entryway Area - Review Criteria: <br />The following criteria will be used to guide the City Council, Redevelopment Agency, Planning <br />Commission and Board of Zoning Adjustments in development proposals under their review. <br />Projects that do not require discretionary review and do not meet the following criteria may be <br />referred by the Zoning Enforcement Official to the Board of Zoning Adjustment for a conditional <br />use permit. These criteria are in addition to the existing base zoning for the property and shall not <br />be considered a replacement of the base zoning requirements for permitted and conditionally <br />permitted uses. <br />1. New uses in the Marina Entryway area shall fall into one of the following <br />categories: <br />A. Industrial and/or distribution establishments that utilize access to the <br />Z Metropolitan Oakland International Airport and Interstate 880. <br />
