City Council - 2 - September 8, 1997 <br />The new Tree Trimmer II classification would provide functional supervision over a work crew, <br />and would also assume responsibility for work planning and scheduling activities. The proposed <br />salary range would be 7.5% above the range for Tree Trimmer I. This differential is consistent <br />with the difference in pay levels for other classifications in the Public Works Services <br />Department, and recognizes the added level of supervisory responsibilities. This would make the <br />salary range $3,123 - 3,279 - 3,443 - 3,615 - 3,796 per month. <br />Retitling the classification of Tree Trimmer to Tree Trimmer I is recommended in order to <br />maintain consistency in the use of class titles throughout the classification plan. No salary <br />change to the classification is proposed. <br />This reorganization would yield three (3) tree crews; two crews would consist of a Tree Trimmer <br />II and a Tree Trimmer I, and the third crew would consist of a Tree Trimmer II and a Park <br />Maintenance Worker I. <br />DISCUSSION <br />The proposed change in the organization of the tree crews permits the Public Works Services <br />Department to have three (3) crews working year-round throughout the residential areas. <br />Presently, there are two (2) crews performing planting, maintenance and trimming in both <br />commercial and residential areas. Their work activity is supplemented with private contractors <br />during period of heavy workload. Detailing three work crews to perform tree trimming services <br />will result in reducing the use of outside contractors and improve the department's <br />responsiveness to the public's demand for service. <br />Fiscal Impact: The fiscal impact for this organization is estimated at $41,808 in direct <br />salary costs; however, the fiscal impact will be reduced to almost zero as a result of a <br />decline in the use of private contractors performing tree trimming work in residential <br />areas. <br />CONCLUSION <br />It is recommended that the City Council approve the resolution amending the Pay Plan to create <br />the classification of Tree Trimmer II; retitle the Tree Trimmer to Tree Trimmer I; and approve <br />the creation of a new Park Maintenance Worker I position to be assigned to the tree crew <br />operation. This will result in increased organizational efficiency and enhance the service level <br />provided by the Public Works Services Department. <br />fAwp\agenda\091.597\staffrpt.doc (pv) <br />
