Inlay tile will be added to accent some of the building corners; <br />6. The gabled ends of the building will have roof vents; and <br />7. The white vinyl clad windows will instead be white -aluminum framed windows with mullion <br />divisions. <br />DISCUSSION <br />The rezoning of the project site from P to P (PD) will subject the proposal on the property to the City's <br />discretionary review process. This will ensure that the new development will be compatible with the <br />surrounding area. <br />The Planned Development achieves the following objectives: <br />• The number of driveways have been minimized and the circulation simplified. This is important due to <br />the site's proximity to the Bancroft Middle School and the large number of pedestrians and school <br />children. <br />• The new development establishes a presence at the corner of the property by minimizing the visual <br />impact of the parking lot at Callan and Bancroft. The tower feature punctuates the comer and adds <br />variation to the roof line of the building. <br />• The design of the building uses colors and materials that preserve and enhance the character of the area <br />as established by the Veteran's Building. <br />• The front setback will be landscaped. The mature and existing landscaping along the westerly edge will <br />be retained. <br />• The proposal will enhance an underutilized property at a prominent intersection. <br />• The development will allow a permitted use with adequate off-street parking. <br />The Findings supporting approval of the Planned Development application are included in the attached <br />report. <br />ENVIRONMENTAL REVIEW <br />A Negative Declaration for review has been prepared and is attached for the City Council's consideration. <br />CONCLUSION <br />The Planning Commission and Staff recommends that the City Council take the following action: <br />1. Adopt the attached Negative Declaration by motion; <br />2. Approve the proposed Reclassification (A-97-10) by adopting the attached ordinance; and <br />3. Make the necessary Findings and approve the proposed Planned Development (PD-97-8), subject to the <br />attached Conditions of Approval, by motion. <br />
