609 Callan Avenue <br />A-97-10/PD-97-8 <br />11/12/97 <br />A. Rezone of the properly from P Professional District to P (PD) Professional Planned Development <br />Overlay District; and <br />B. Approval of a planned development to construct a 3,900 square foot office building. <br />The planned development approach was suggested to the architect to produce a design more appropriate <br />for the site for the following reasons: <br />• Placing the building near the Callan and Bancroft corner of the property results in a more attractive <br />development at this key intersection. The visual attraction of the site becomes the building rather than <br />the parking lot. <br />Locating the parking behind the building allows placement of the access driveways at maximum <br />distance from the corner. This improves access to the site and results in safer ingress and egress to the <br />parking. <br />The building will be setback five -feet from the Callan and Bancroft Avenue property lines, approximately <br />30-feet from the westerly interior property line and approximately 48-feet from the southerly interior <br />property line. The office building will cover 29% of the property. Thirteen parking spaces will be provided <br />with access from a 20-foot wide driveway on Callan Avenue. This satisfies the zoning code requirement of <br />one space per 300 square feet of building area (Zoning Code Section 4-1704). The office building will have <br />three to four suites. The main entry to the building is on the south side facing the parking area. <br />The architect proposes the use of lightly tinted stucco, windows with white mullion divisions and red barrel - <br />shaped file as the main exterior materials for the building. The building will have a tower element to <br />highlight the Callan and Bancroft intersection. The roof at the west and south ends of the building will be <br />gabled. The use of the listed materials and the conceptual design was derived by the architect from the <br />Veteran's Building, the landmark structure just north of the subject property. <br />•����'� :,. inn •� U �� <br />The Planning Commission expressed concern that the conceptual elevations did not have the detail that the <br />Veteran's Building contained, such as arched windows and other building lines that add visual interest. The <br />Commission felt that the elevations shown to them had flat building expanses facing the streets and the <br />parking lot. The Commission also recommended that another type of window be used on the building other <br />than white vinyl clad windows. <br />Since the Planning Commission meeting, the architect has developed revised elevations containing more <br />detail. Staff has reviewed the elevations and has determined that the new elevations meet the <br />recommendations prescribed by the Commission. The new elevations contain the following: <br />Raised trim around the entire building. There will be a continual sill -line beneath the ground floor <br />windows and a band above the ground floor windows; <br />2. The eaves at the corner tower and facing the street and parking lot will have decorative cornice <br />molding; <br />3. Arched windows have been included as the upper windows on the corner tower; <br />-- 2 <br />
