Harman, Human Resources Director j^^ <br />Subject: Resolution to Amend the Pay Plan to Create the Classification of Wastewater <br />Plant Operations Supervisor; Delete the Classifications of Assistant Plant <br />Superintendent and Plant Maintenance Supervisor; Change the Job Title of <br />Plant Superintendent to Wastewater Pollution Control Manager <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council approve a resolution amending the Pay Plan to create <br />the classification of Wastewater Plant Operations Supervisor, at a salary range of $4,508 - 4,733 <br />- 4,970 - 5,219 - 5,480; deleting the classifications of Assistant Plant Superintendent and Plant <br />Maintenance Supervisor; and changing the job title of Plant Superintendent to Wastewater <br />Pollution Control Manager. <br />BACKGROUND <br />The operating units at the City's Wastewater Treatment Facility include plant operations, plant <br />maintenance, environmental compliance programs, and the laboratory section. Each operational <br />unit is headed by a supervisor or coordinator, and reports to the Plant Superintendent. <br />As part of an on -going process to evaluate the organizational structure and operating efficiency <br />of the Wastewater Treatment Facility, the Public Works Services Director is recommending <br />creation of a new job classification of Wastewater Plant Operations Supervisor. This non- <br />management classification would be responsible for supervising both the plant operations and <br />plant maintenance units. The position replaces two vacant positions - Assistant Plant <br />Superintendent and the Plant Maintenance Supervisor. <br />It is also recommended that the City Council approve the ordinance amending the Pay Plan to <br />change the job title of the Plant Superintendent to Wastewater Pollution Control Manager.
