06SAN LEANDRO EQUITY PLANBACKGROUND <br />San Leandro (San Leandro or City), like many cities across the United States, <br />is grappling with an appropriate response to community complaints and <br />protests related to instances of institutional racism, law enforcement use of force <br />abuses, and divisive media images and narratives, as well as organizational challeng- <br />es caused by the pandemic, and employees’ desire to belong. <br />On June 4, 2020, in response to community concerns and activism <br />surrounding the death of George Floyd, the San Leandro City Coun- <br />cil (Council) issued a Joint City Council Letter to the Community that <br />committed to transparency, investment in mental health services, <br />collaborative partnerships with the community and engaging “…in the difficult <br />but necessary conversations about equity, race, privilege, and injustice...”2 <br />In December 2020, the City engaged Seed Collaborative, LLC (Seed or Consultant) to: <br />• Assess individual and group perceptions, attitudes, and behaviors from a diverse <br />representation of staff and community members related to their understanding of <br />DEIB and the City’s incorporation of DEIB in policies, practices, procedures, systems, <br />structures, internal and external communications, and community outreach and en- <br />gagement. <br />• Facilitate a group process for City staff to review and analyze data findings, identify <br />barriers and opportunities related to DEIB, and make recommendations to improve <br />DEIB within the organization. <br />• Prepare an Equity Plan that incorporates data findings from the assess- <br />ment, recommendations derived from the group process, and provide rationale, <br />references, and support for recommendations. <br />2
