22SAN LEANDRO EQUITY PLANPROBLEM STATEMENT: <br />RECOMMENDATIONS//COMMUNITY <br />ENGAGEMENT AND OUTREACH <br />RECOMMENDATION #4 <br />City to establish principles and core values that support equitable communi- <br />ty engagement and procedures, practices, structures, and protocols that ad- <br />vance integrity, trust, inclusiveness, open/transparent dialogue, co-creation, and <br />belonging. <br />RATIONALE FOR RECOMMENDATION Constituents who are engaged in <br />participatory democracy and feel included in governmental processes and struc- <br />tures have a greater sense of belonging. <br />Lack of effective community engagement and outreach are identified as major challenges to <br />building trust, engagement, and a sense of belonging. <br />City Council Goal – Support and implement programs, activities, and strengthen <br />communication that enhances the quality of life and wellness, celebrates the <br />arts and diversity, and promotes civic pride.
