SUMMARY AND RECOMMENDATION This memorandum and attachments will serve as the Planning Commission report for A-95-7 and PD-95- 3. A copy of the December 8, 1995, Planning Commission Staff Report and minutes of the Planning Commission public hearing of December 14, 1995, are attached for your review. The Planning Commission recommends that the City Council approve the proposed Reclassification (A- 95-7), and approve the proposed Planned Unit Development (PD-95-3) subject to the attached Conditions of Approval, by motion. Planning Commission Vote: MSC Berger/Dlugosh, 7 ayes. BACKGROUND The subject property is 2.92 acres in area and is developed with approximately 22,000 square feet of building area. The site was formerly used for training classes, assemblies and offices by the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada. Berkland Baptist Church, the applicant, is presently located in North Oakland. The Church is in need of a larger space. The former plumbers and pipe fitters training facility on Merced Avenue would satisfy this need. The property is in an IL District. Religious assembly is not a permitted or conditionally permitted use in the IL District. The applicant, is therefore requesting the following: 1.
