CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: January 10, 1996 <br />TO: Mike Oliver, City Manager y <br />FROM: June Catalano, Development Services Director{/ <br />BY: Elmer Penaranda, Assistant Planner gjmj(/ <br />APPROVED AND FORWARDED <br />TO CITY COUN_.CIL, <br />M1Ke uilver <br />City Manager <br />SUBJECT: A-95-7; Reclassification; to rezone from IL Limited Industrial District to IL (PD) Limited <br />Industrial Planned Development District; and PD-95-3; Planned Development; convert the <br />former Plumber's Union site and buildings into church sanctuary, classrooms, <br />administrative offices and printing facilities for church related publications; 2960 Merced <br />Street; Assessor's Parcel Number 7713-855-12-1; Berkland Baptist Church c/o Lincoln <br />Property Company; IL Limited Industrial District. <br />SUMMARY AND RECOMMENDATION <br />This memorandum and attachments will serve as the Planning Commission report for A-95-7 and PD-95- <br />3. A copy of the December 8, 1995, Planning Commission Staff Report and minutes of the Planning <br />Commission public hearing of December 14, 1995, are attached for your review. <br />The Planning Commission recommends that the City Council approve the proposed Reclassification (A- <br />95-7), and approve the proposed Planned Unit Development (PD-95-3) subject to the attached Conditions <br />of Approval, by motion. <br />Planning Commission Vote: MSC Berger/Dlugosh, 7 ayes. <br />BACKGROUND <br />The subject property is 2.92 acres in area and is developed with approximately 22,000 square feet of <br />building area. The site was formerly used for training classes, assemblies and offices by the United <br />Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United <br />States and Canada. <br />Berkland Baptist Church, the applicant, is presently located in North Oakland. The Church is in need <br />of a larger space. The former plumbers and pipe fitters training facility on Merced Avenue would <br />satisfy this need. <br />The property is in an IL District. Religious assembly is not a permitted or conditionally permitted use <br />in the IL District. The applicant, is therefore requesting the following: <br />1. To rezone the property from IL Limited Industrial District to an IL (PD) Limited <br />Industrial Planned Development District; and <br />-- 301 <br />
