To approve a Planned Development to permit the mixed -usage of religious assembly and <br />related uses, such as administrative offices and the printing of church related publications, <br />at the discretion of the Planning Commission and the City Council. <br />DISCUSSION <br />The buildings, previously used by the Plumber's and Pipe Fitter's for training and assemblies will <br />adequately serve the needs of the Berkland Baptist Church. The buildings are in "move -in" condition and <br />the interior remodel of classrooms into one large sanctuary is the only significant work to take place <br />prior to the Church occupying the site. The occupancy of the site for religious assembly and a small <br />printing business will not include any significant changes to the exterior. <br />Religious assembly is an acceptable use due to the property's location, adjacent to a single family <br />neighborhood. The purpose of the IL District is to provide areas for moderate to low -intensity industrial <br />uses capable of being located adjacent to residential areas. Church uses are typically located in or <br />adjacent to residential areas. The printing business by itself is considered a permitted use in the IL <br />District. The proposal will be compatible with the immediate residential neighborhood and industrial <br />area. <br />The site is conveniently located so that it is served by the I-880 (Nimitz) corridor, Marina Boulevard and <br />Merced Street. Furthermore, the applicant finds the City the only area easily accessible from Berkeley <br />and Albany in the north, Fremont and Milpitas in the south, and Castro Valley and Livermore in the east. <br />The parking supply on the site exceeds the required amount for religious assembly. The parking <br />requirement for religious assembly is one space per 100 square feet of main seating area (sanctuary is <br />4,984 square feet). The church is required to have 50 spaces. The 182 spaces on the site exceeds the <br />required number of spaces for the religious assembly. <br />The proposal will enable the vacant property to be a productive and viable space. The proposal will <br />provide activity on the site and services which should have no significant impact on the existing <br />residential and industrial areas. <br />CONCLUSION <br />The Planning Commission recommends that the City Council approve the proposed Reclassification (A- <br />95-7), and approve the proposed Planned Unit Development (PD-95-3) subject to the attached Conditions <br />of Approval, by motion. <br />302 <br />
