Norton, Applicant; CR <br />Commercial Recreation District <br />MEETING DATE: February 5, 1996 <br />The following is an excerpt from the City Council Minutes of February 5, 1996: <br />Matter of Appeal by James C. Prola and Alfred J. Fernandes of Board of Zoning <br />Adjustments' Approval of CU-95-17; Conditional Use; to Construct a 122-Unit, <br />Extended -Stay Hotel (Marriott Residence Inn), Including Four, Two -Story <br />Buildings, One, Three -Story Building, and Parking; 80 San Leandro Marina (South <br />Dike Road and Neptune Drive); Assessor's Parcel Numbers 80G-900-2-2, 4, 1-6; JBN <br />Company/John B. Norton, Applicant; CR Commercial Recreation District. (1098) <br />Council Member Myers moved to continue the matter to March 4, 1996, and to direct <br />staff to further study the impact of traffic and parking, on weekends and during <br />the week, and to have the union and developer get together. The motion was <br />seconded by Council Member Polvorosa. The City Council discussed the motion. <br />In response to questions, Mr. Norton said a delay to March 4,1996, could be a <br />hardship. Mayor Corbett suggested continuing the matter without a date, <br />monitoring progress, and bringing it back to Council before March 4, if possible. <br />Mr. Norton said he would prefer continuing the hearing to February 20, 1996. <br />After continued discussion, the City Council did not agree to a February 20th <br />date. They noted that extensive studies have been conducted related to traffic <br />impact. Council Member Loeffler said an opportunity for dialog between the <br />unions and the developer should be provided. Council Member Perry said March 4th <br />provides for meeting prior to that time and the matter can be brought back <br />earlier with proper noticing. Council Members Kerr and Galvan said they did not <br />see the need for additional staff analysis related to traffic and parking. They <br />said the outstanding issue is the use of the local work force and the labor <br />issue. <br />The City Attorney said the motion is to continue the land -use issue and to <br />request that the potential lessee work with representatives of organized labor <br />to see if arrangements can be made to meet their needs. <br />
