Mike Oliver 4- January 31, 1996 <br />Environmental Review <br />An Addendum to the Adopted Negative Declaration for this project has been prepared pursuant <br />to the California Environmental Quality Act (CEQA) Guidelines Section 15164. The Negative <br />Declaration was adopted by the City Council on September 7, 1993 by Resolution Number 93- <br />198. <br />At the Board of Zoning Adjustments meeting, concerns were raised regarding two specific <br />aspects of the Addendum to the Adopted Negative Declaration. The first issue involves the <br />aesthetic impact of an additional story on one of the five buildings. The views in the area <br />would be affected by a two story structure because a building would occupy a lot that has been <br />vacant for four years. The difference between a two story and three story building is not <br />significant. The Marina Inn, located across South Dike Road, is a three-story structure that is <br />compatible with its surroundings. Furthermore, access to Bay views are available through <br />public walkways. <br />The second issue dealt with the increased traffic attributable to 16 additional units, the <br />difference between the current proposal of 122 units and the 106 units in the Adopted Negative <br />Declaration. The Addendum to the Adopted Negative Declaration has been supplemented since <br />the Board meeting with the findings of the traffic study performed by the Gary Kruger, <br />Transportation Administrator. The traffic study and all traffic mitigations prepared for the <br />project are based on a total of 122 units. <br />CONCLUSION <br />One of the City's goals for the Marina is to provide for the development of additional <br />commercial facilities in the Marina while improving the quality of open space and visual <br />character of the Marina. The Residence Inn project is consistent with that goal and will <br />provide a first-class amenity at the Marina.
