23. At the same time, our Capital Improvement Program should be cost effective -- it is <br />critically important that we emphasize projects that provide benefits that are clearly <br />commensurate to their costs. Other measures of cost effectiveness will be part of our <br />assessment of project priorities: <br />Is there an available funding source that makes the project especially timely? <br />Can a proposed facility generate revenues that could offset its costs or even <br />provide monies for other projects? <br />Will the project reduce ongoing maintenance costs to the City, freeing funds <br />for more productive purposes? <br />Furthermore, our work must produce tangible results -- benefits that are meaningful <br />to, and are appreciated by, the community. <br />24. San Leandro should be true to its identity; public investment should fit with the <br />City's traditions and character. This means that our programs should be uplifting, <br />progressive, and attractive, but also practical, cost-effective and appropriate to the <br />character of the town. <br />25. In order that all residents enjoy the benefits of our efforts, and to reinforce the goal <br />of continuous improvements throughout the town, capital facility planning should <br />always include a number of highly visible and readily implemented projects spread <br />throughout the community, in addition to any larger scale or longer term projects that <br />may have more city-wide impact. <br />26. The public needs to be involved in and informed about our Capital Improvement <br />Program; clearly, input from the residents, businesses, and property owners is <br />important.
