Furthermore, new investment in these facilities should also aim toward fiscal solvency, <br />where the monies spent are returned to the city by user fees, leases and franchises, <br />so that we can better pay for ongoing upkeep and improvements. <br />17. The library seismic upgrade and revitalization project is a special case that helps <br />achieve many of the community's goals: it restores the usefulness of a vital, but <br />threatened, community resource; it provides educational opportunities for the <br />children and young people, supplementing the work of the schools; it allows for the <br />expansion and increased variety and sophistication of cultural and recreational <br />programs for children and others; it provides a multi -purpose facility that can be <br />enjoyed by everyone, but which will have a special emphasis on senior services; it <br />demonstrates that San Leandro is a progressive place taking advantage of new <br />technologies; and, it will likely stimulate other public and private improvements in the <br />downtown area. <br />18. Public investment should include projects that protect and enhance our historic <br />resources, while at the same time putting them to productive use in the form of <br />offices, parks, museums, gardens, and other civic purposes. <br />Protecting Our Environment <br />19. Capital projects should preserve, and enhance our enjoyment of, the natural <br />environment of our City, including especially the bay shore and the creeks. We <br />should ensure that these places maintain their habitat values, while at the same time <br />increasing ways for us to access them and use them for aesthetic, recreational and <br />educational purposes. <br />Protecting Our Investments <br />20. Clearly, wise use of our resources includes the allocation of monies for the upkeep <br />of the things we build. A practical, well -planned program for maintenance and <br />upgrades of our existing facilities must be part of our capital facilities planning. <br />Innovation and Progress/A Pragmatic Approach <br />21. The things we buy and build should reflect that San Leandro is a community that is <br />innovative, progressive and on the move. Intelligent investing includes taking <br />advantage of new ideas and technologies -- and taking some reasonable risks to try <br />new ways of doing things that might improve efficiency or better address community <br />needs. <br />22. A substantial part of our investment program must go toward highly visible projects, <br />which demonstrate that the city is taking steps to continually better the community. <br />The ongoing work toward building and improving our public facilities are important <br />reminders of this striving to make San Leandro even better.
