Staff recommends that the City Council take the following action: 1) Deny the appeal and approve the Conditional Use Permit for a 122-unit, extended stay hotel; 2) Approve the Addendum to the Adopted Negative Declaration; 3) Approve the Resolution approving Parcel Map 6768. BACKGROUND The Board of Zoning Adjustments approved the application for a conditional use permit at its December 7, 1995 meeting. James C. Prola and Alfred J. Fernandes appealed the decision of the Board to the City Council on January 2, 1996. On February 5, 1996, the City Council voted to continue the matter to the March 4, 1996 Council meeting and directed staff to study further the potential traffic and parking impacts. DISCUSSION Traffin The Transportation Administrator has re-examined the traffic studies. In order to develop a scenario for added traffic that is not likely to ever be exceeded, the assumption related to the amount of traffic using the Marina -Doolittle intersection has been quadrupled. The projection assumed that 100% of the traffic would use the Marina -Doolittle intersection and not Fairway - Doolittle.
