CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: February 27, 1996 <br />APPROVED AND FORWARDED <br />TO CITY C UNCIL <br />Mike Oliver <br />City Manager <br />TO: Mike Oliver, City Manager <br />FROM: June Catalano, Development Services Direct<wc <br />BY: Justin Murphy, Project Planner r- <br />SUBJECT: Traffic and Parking Update for Matter of Appeal of CU-95-17 <br />SUMMARY AND RECOMMENDATION <br />Staff has studied further the traffic and parking impacts associated with the proposed Marriott <br />Residence Inn project and has concluded that the potential impacts are not significant. <br />Staff recommends that the City Council take the following action: <br />1) Deny the appeal and approve the Conditional Use Permit for a 122-unit, extended <br />stay hotel; <br />2) Approve the Addendum to the Adopted Negative Declaration; <br />3) Approve the Resolution approving Parcel Map 6768. <br />BACKGROUND <br />The Board of Zoning Adjustments approved the application for a conditional use permit at its <br />December 7, 1995 meeting. James C. Prola and Alfred J. Fernandes appealed the decision of <br />the Board to the City Council on January 2, 1996. On February 5, 1996, the City Council <br />voted to continue the matter to the March 4, 1996 Council meeting and directed staff to study <br />further the potential traffic and parking impacts. <br />DISCUSSION <br />Traffin <br />The Transportation Administrator has re-examined the traffic studies. In order to develop a <br />scenario for added traffic that is not likely to ever be exceeded, the assumption related to the <br />amount of traffic using the Marina -Doolittle intersection has been quadrupled. The projection <br />assumed that 100% of the traffic would use the Marina -Doolittle intersection and not Fairway - <br />Doolittle. Furthermore, the projection assumed that 100% of the peak hour trips would be <br />41 <br />
