ATTACHMENT 2 <br />Page 1/11 <br />CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: January 18, 1996 <br />TO: Justin Murphy, Project Planner <br />FROM: Gary Kruger, Transportation Administrator <br />6-"-r <br />SUBJECT: Traffic Study Update - Marriott Residence Inn San Leandro <br />I have updated the traffic study as recommended in the attachment to the Negative <br />Declaration approved in Council Resolution 93-197. That attachment recommended an update <br />of the traffic study to determine whether physical improvements at the intersection were <br />required. The original traffic study was based on 1992 traffic counts while the Fairway <br />overcrossing of 1-880 had not been constructed. New counts in 1995 after the Fairway <br />overcrossing of I-880 was opened showed that the overcrossing drew significant traffic <br />volumes away from Marina Boulevard at Doolittle. <br />Specifically, the existing conditions at Marina and Doolittle show LOS C with a <br />volume to capacity ratio (v/c) of only 0.61. Adding all of the trips generated by the proposed <br />Residence Inn results in the v/c increasing to 0.67 with LOS C operations maintained. <br />Adding in the cumulative traffic including Roberts Landing results in an increase of v/c to <br />0.70, but the intersection remains at LOS C. Traffic at the intersection could increase almost <br />50% before the intersection reaches capacity. Traffic projections made in the technical <br />analysis for the update of the Master Plan of City Streets show that this magnitude of increase <br />is not expected for over 15 years, if ever. At Fairway and Doolittle, the v/c is only 0.40, so <br />Roberts Landing and the project impacts result in a v/c less than 0.50 with a LOS of B. The <br />capacity work sheets are attached to this memo. <br />I conducted my analysis by assuming that all of the traffic generated by the Marriott <br />Residence Inn (122 rooms = 120 peak hour trips) would be routed through Marina and <br />Doolittle, although it is obvious that some of the traffic would use Fairway and Wicks <br />Boulevard to travel south. Further, I assumed that these 120 trips were all outbound. I also <br />assumed that these 120 trips were also inbound at the same time, far overstating the likely <br />project impacts on the intersection. The mitigation of traffic at this intersection is due to the <br />opening of the Fairway overcrossing of I-880. <br />My analysis shows no need for traffic mitigation due to the project. <br />attachments <br />gek cAbackup\memo.273 <br />4'1 <br />
