V
Mayor Corbett and Members of the City Council
Page 2
March 21, 1996
DISCUSSION
I attended the Alameda County Association of City Managers on Wednesday, March
20, 1996, and the issue of funding for I-238 was discussed at length. There are many
advantages for funding design but not construction at this time. Once design is complete, we
will have the advantage of a good cost estimate, and it also provides the CMA with sufficient
time to renew efforts to find alternate funding for construction including state TSM, ISTEA
Competitive Funds, state Flexible Congestion Relief Funds, or Measure B funds (if
reauthorized by the voters). Under no circumstances should ISTEA Guarantee Funds by used
for construction.
The total reduction of Planning Area 2 Guarantee Funds (out of $2,200,000) will be
about $275,000. The reduction to San Leandro's share would be approximately $50,000.
Therefore, the Fairmont Reconstruction (Hesperian to E. 14th) would receive about $350,000
in ISTEA Guarantee Funds instead of $401,500. The Engineering and Transportation
Department cost estimates show that $350,000 in Guarantee Funds is not sufficient to
complete this project without increasing the amount of the matching Measure B or city funds
by about $50,000. If our Guarantee Funds are reduced as described above, we will need to
appropriate additional local match to offset this reduction.
cc: Bill Algire
Bob Taylor
gek cAbackup\memo.321
