V <br />Mayor Corbett and Members of the City Council <br />Page 2 <br />March 21, 1996 <br />DISCUSSION <br />I attended the Alameda County Association of City Managers on Wednesday, March <br />20, 1996, and the issue of funding for I-238 was discussed at length. There are many <br />advantages for funding design but not construction at this time. Once design is complete, we <br />will have the advantage of a good cost estimate, and it also provides the CMA with sufficient <br />time to renew efforts to find alternate funding for construction including state TSM, ISTEA <br />Competitive Funds, state Flexible Congestion Relief Funds, or Measure B funds (if <br />reauthorized by the voters). Under no circumstances should ISTEA Guarantee Funds by used <br />for construction. <br />The total reduction of Planning Area 2 Guarantee Funds (out of $2,200,000) will be <br />about $275,000. The reduction to San Leandro's share would be approximately $50,000. <br />Therefore, the Fairmont Reconstruction (Hesperian to E. 14th) would receive about $350,000 <br />in ISTEA Guarantee Funds instead of $401,500. The Engineering and Transportation <br />Department cost estimates show that $350,000 in Guarantee Funds is not sufficient to <br />complete this project without increasing the amount of the matching Measure B or city funds <br />by about $50,000.
