mi <br />CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: March 21, 1996 <br />TO: Mayor Corbett and Members of the City Council <br />FROM: Mike Oliver, City Manager <br />SUBJECT: Recommendations on Diversion of ISTEA Guarantee Funds for I-238 <br />SUNEM ARY AND RECOMMENDATION <br />I recommend that the City Council provide direction to the Council representative to <br />the Alameda County Congestion Management Agency (CMA) to approve the use of <br />approximately $500,000 in ISTEA Guarantee Funds in federal fiscal years 1997-98, and 1998- <br />1999 for the design of the auxiliary lanes on I-238. I further recommend that the City <br />Council propose that the CMA allocate the ISTEA Guarantee funds among the jurisdictions of <br />Alameda County as follows: a) $50,000 'off the top" of the Planning Area 2 Guarantee <br />Funds, b) 50% of the remainder (about $450,000) of these funds from Planning Area 2, c) <br />30% of the remainder from Planning Area 1, d) 10% of the remainder from Planning Area 3, <br />and e) 10% of the remainder from Planning Area 4. I further recommend that the CMA <br />Board resolve that no additional ISTEA Guarantee Funds are to be used beyond the amount to <br />be programmed for preparation of plans, specifications and estimates (PS&E). Finally, I <br />recommend that the CMA aggressively seek appropriate changes in the ISTEA scoring criteria <br />for projects such as I-238 so that construction of this project will score well enough to secure <br />ISTEA Competitive Funds in Federal Fiscal Years 1999-2000 and 2000-2001. <br />BACKGROUND <br />The low score for the Caltrans I-238 widening project in the current round of <br />applications for ISTEA Competitive Funds eliminated this project from receiving ISTEA <br />Competitive Funds. Consequently, there have been discussions on how to fund this project <br />with other funds. Several alternatives were considered by CMA staff and ACTAC, and they <br />have developed a basic strategy relying on ISTEA Guarantee Funds for design only, coupled <br />with TSM funds for constructing the westbound lanes, and no specific recommended funds for <br />constructing the eastbound lanes. The total project is estimated to be $5.3 million. San <br />Leandro's Guarantee project is the Fairmont Reconstruction with $401,500 in Guarantee <br />Funds tentatively programmed. The CMA Board can take San Leandro's Guarantee Funds by <br />a majority vote whether or not the City Council approves of this action. <br />gek cAbackupUmmo.321 <br />
