Housing Constraints <br /> <br />Draft Housing Element 3-25 <br />Provision of a Variety of Housing Types <br />This section describes the allowable residential development by zone. The regulation of housing <br />opportunities impacts the development of housing opportunities, including those for extremely low- <br />income households and persons with special needs, such as supportive or transitional housing, <br />emergency shelters, and group residences. Table 3.7 summarizes the City’s zoning provisions for <br />various types of housing. Housing types and allowable uses are described below the table. <br />Single-Family Residential <br />A single-family residence means an attached or detached building limited to one kitchen where the <br />occupants of the dwelling unit live and function together as a household. Single-family residences <br />are permitted in all residential zones and are indicated as RS in the zoning code. Single-family <br />residences are permitted in all residential zones in the city. Single-family dwellings are permitted by- <br />right but are subject to Site Plan review. Subsets of the RS District include RS-40 and RS View <br />Preservation (VP). The RS-40 designation requires the front yard setback to be a minimum of 40 <br />feet. RS (VP) requires a maximum height limit of 18 feet and all new homes and additions are <br />subject to discretionary review to prevent unreasonable blockage of views.20 Single-family <br />residences are permitted uses in RM Zoning Districts which is considered a constraint to multifamily <br />development. The City will revise the Zoning Code to not remove single-family residences as a <br />permitted use in RM Zoning Districts as described in Program 14 in Chapter 6, Housing Plan. <br />Manufactured Home <br />A manufactured home is a dwelling unit that was manufactured elsewhere and placed on a building <br />site and constructed in accord with federal and State standards for manufactured homes. This <br />definition includes mobile homes and modular homes. The City permits manufactured homes in any <br />R district where a single-family detached dwelling is permitted, subject to the same restrictions on <br />density and to the same property development regulations, provided that such a manufactured <br />home receives a Certificate of Compatibility. Manufactured homes are also permitted in Residential <br />Multi-Family Districts and DA-3 zones with the approval of a conditional use permit. <br /> <br />20 City San Leandro Zoning Ordinance. 2021.
