Zoning Code.
The City has a process to consider reduced parking requirements through Major Site Plan Review if
the nature of a project supports the reduction and there would be no impacts to nearby parking
areas. The parking standards for supportive, group, transitional, and congregate care are the same
as typical housing. If a reduced parking finding cannot be met pursuant to the parking reduction
requirements, this can be a constraint to the development of housing for those with special needs.
The City will evaluate parking standards and consider reducing or eliminating parking minimums to
make housing developments more financially feasible, and will conduct stakeholder outreach with
for-profit and non-profit housing developers and housing advocates on this issue, as specified in
Program 14 of Chapter 6, Housing Plan.
