Planning fees are based on a fixed fee or direct cost, such as staff time plus <br />overhead. City Planners are available to identify the approvals that may be required for a project. <br />When a Planning permit is required for a project, approval of the Planning permit is required before <br />a building permit can be issued.23 <br />Development Impact Fees <br />San Leandro relies on development impact fees to pay for services needed for the additional <br />growth. Impact fees cover expansions of city infrastructure and services needed to accommodate <br />growth beyond the tasks necessary to build a specific residential project. Public goods and services <br />like schools, parks and art, capital improvement, environmental resources, affordable housing, <br />transportation, utilities, and fire and public safety are covered by impact fees. Development impact <br />fees for San Leandro are described in more detail below: <br /> School Fees: Support new school facilities to serve future residents of new developments. <br /> Transportation Fees: Funds the costs of expanding transportation infrastructure usage related <br />to new development. There are different development fees for street improvements and are <br />called general traffic impact fees. A general traffic impact fee is assessed if the new use <br />generates more traffic than the former use. Two additional traffic impact fees are based on <br />impact zones around the intersections of Davis Street/Doolittle Drive and Marina Boulevard/I- <br />880. The Davis Street/Doolittle Drive intersection fee zones generally lie south of 98th Avenue, <br />west of I-880, north of Marina Boulevard, and east of the Bay.
