Housing Resources <br /> <br />Draft Housing Element 4-21 <br />Bay Fair TOD Specific Plan <br />The Bay Fair TOD Specific Plan was adopted in 2018, following an extensive community engagement <br />and planning process. It is intended to transform the area around the Bay Fair BART station, <br />including Bayfair Center, other shopping centers, and properties along Hesperian, East 14th, and <br />other major arterials, into a dynamic new transit-oriented development area. It sets a vision for the <br />Bay Fair area to become a walkable, transit-oriented community hub, with public gathering spaces <br />and a mix of retail, neighborhood services, housing, and office space. To be consistent with this <br />vision, in 2020 the City of San Leandro added the B-TOD Zoning District and new design and <br />development regulations for the Bay Fair area, as recommended under the approved Specific Plan. <br />The Bay Fair TOD Area is at the southeastern edge of the city, adjacent to unincorporated Alameda <br />County to the east and south. The area is surrounded in most directions by single-family <br />neighborhoods and further beyond, by three Interstate freeways (I-580, I-238, and I-880). <br />Housing is intended to be a central focus in future development in the Bay Fair TOD Specific Plan <br />Area and the plan promotes a range of housing options and affordability levels to mitigate the risk <br />of displacement for existing residents. The proximity to the Bay Fair BART Station and AC Transit bus <br />lines makes the Bay Fair TOD Specific Plan Area well situated for residential development. <br />The General Plan established the Bay Fair TOD Specific Plan Area land use designation for the Bay <br />Fair TOD Specific Plan Area, while the Specific Plan implementing the Bay Fair TOD Zoning District <br />establish the details of land use, design, and development requirements for the area. <br />
