City of San Leandro <br />2023-2031 Housing Element Update <br /> <br />4-22 <br />Vacant and Underutilized Properties in the Bay Fair TOD Specific Plan Area <br />Housing opportunity sites identified in the Bay Fair TOD Specific Plan Area meet the criteria for <br />density and size for development appropriate for lower-income households. Table 4.9 summarizes <br />the assumed development potential of underutilized sites within the Bay Fair TOD Specific Plan Area <br />(Figure 4.4). <br />All sites identified in the Bay Fair TOD Specific Plan Area are located within 0.25-mile from the Bay <br />Fair BART station. Housing close to transit stations was identified as a need for low-income <br />households based on input from stakeholder interviews conducted in January 2021 as part of the <br />Housing Element Update (Appendix A). The Bay Fair TOD Specific Plan Area has current <br />infrastructure that could support new development and redevelopment. All identified parcels are <br />privately owned. The County has completed <br />a number of plans and streetscape improvement programs for the street as it passes through the <br />unincorporated Ashland-Cherryland district. Within San Leandro city limits, the west side of the <br />street includes vacant parcels to the north of the Bayfair Center on Bayfair Drive and East 14th Street <br />with the potential for private development. <br />In 2004, the City adopted the South Area Development Strategy in response to concerns over the <br />quality and quantity of new businesses along the East 14th Street corridor. Key goals of the Strategy <br />include the transformation of the unbroken commercial ‘strip’ into a series of mixed- use districts, <br />the creation of a more pedestrian-friendly environment on East 14th, and the accommodation of <br />high-quality multi-family housing along the corridor. <br />Following adoption of the South Area Strategy, the City adopted three zoning districts (SA-1, SA-2, <br />and SA-3) to implement the Plan. Each zone is tailored to emphasize a slightly different mix of uses. <br />Concurrent with the Housing Element adoption, the City is amending the development standards in <br />the SA Districts to help stimulate development interest. <br />
