Introduction <br /> <br />Draft Housing Element 1-7 <br /> <br />Sites Inventory Buffer <br />To ensure that sufficient capacity exists in the Sites Inventory to accommodate the RHNA, the Sites Inventory has a buffer <br />of 29 percent for low-income units and 26 percent for moderate units. Including a buffer is particularly important due to <br />the possibility that development or redevelopment in commercial and mixed-use zones could potentially be developed <br />with 100 percent commercial uses. <br /> <br />Affirmatively Furthering Fair Housing (AFFH) <br />State law requires all Housing Elements to address Fair Housing issues. Fair housing occurs when individuals <br />of similar income levels in the same housing market have the same range of housing choice available to <br />them regardless of their characteristics as protected under State, and Federal laws. It is a commitment of <br />the City that the community have housing choices free from discrimination on the basis of race / ethnicity, <br />religion, sex, marital status, ancestry, national origin, color, familial status, or disability, and other <br />characteristics protected by the California Fair Employment and Housing Act, California Government Code <br />Section 65008, and other State and Federal fair housing and planning laws. <br />As described in Chapter 5, Affirmatively Furthering Fair Housing, the Sites Inventory would accommodate <br />opportunities for distribution of households of low-, moderate-, and above moderate-income levels across the city, <br />and provide opportunities for mixed-income developments on several large sites.
