City of San Leandro <br />2023-2031 Housing Element Update <br /> <br />1-10 <br />Chapter 6, Housing Plan, describes policies, programs, and proposed activities the City and its partners can use to help <br />increase services and support to people experiencing homelessness. Additional policies are included to help reduce <br />displacement, which can be connected to homelessness as a contributing factor. Much of the city is considered sensitive <br />to displacement, and low-income residents are most vulnerable. <br />1.6 Constraints <br />Chapter 3, Housing Constraints, provides an overview of constraints to providing adequate housing for all income levels, <br />which can be caused by many factors, including the housing market and cost of construction, governmental controls, <br />availability of infrastructure, and environmental considerations. These constraints may increase the cost of housing or <br />render residential construction physically or economically infeasible for developers. <br />State law requires local governments to analyze governmental and non-governmental constraints to the production, <br />maintenance, and improvement of housing for persons of all income levels and those with special needs and, where <br />appropriate and legally possible, remove governmental constraints to the maintenance, improvement, and development <br />of housing as part of housing elements updates. Where constraints to housing production due to the City’s regulations <br />are identified, appropriate policies and actions to mitigate these constraints are included in the Housing Element.
