The Housing Element <br />addresses the needs of specific “special needs” groups, including extremely low-income residents, seniors, persons with <br />disabilities, large families, female-headed households with children, and persons experiencing homelessness. <br />More than 400 people were experiencing homelessness in <br />San Leandro in 2022. <br /> <br /> <br />56% <br /> <br /> <br /> <br /> <br />2.85
