Housing Constraints <br /> <br />Draft Housing Element 3-13 <br />corridor since the adoption of the Strategy, which may be attributable to the low development <br />potential achievable under the SA-1, SA-2, and SA-3 density limits. The City plans to increase <br />maximum allowable FAR, residential densities, and building heights in land use and zoning districts <br />to promote higher-density redevelopment in priority development areas, as discussed in Chapter 4, <br />Housing Resources. <br />Overlay Zones <br />An overlay zone is a zoning district which is applied over one or more previously established zoning <br />districts, establishing additional or stricter standards and criteria for covered properties in addition <br />to those of the underlying zoning district. The following overlay zones in San Leandro impact <br />residential development. <br />Planned Development (PD) Overlay District and Planned Development Project <br />Approval <br />The PD Overlay District is a path that allows applicants of development projects to work with the <br />City to modify (or request exemptions) from certain development standards on larger parcels to <br />eliminate rigidity in the built environment. This process encourages innovative site planning <br />techniques and allows for a mix of compatible uses. The following are the standards required for <br />approval of a PD Overlay on a parcel: <br /> The minimum net area of a PD must be 10,000 square feet for any project. <br /> The number of dwelling units in a PD project shall be established at the time the PD project is <br />approved. <br /> The minimum residential density in any South Area zoning district for a stand-alone residential <br />development or a mixed use development is 18 du/acre. <br />To establish a PD Overlay, applicants may request a zoning amendment that must be adopted by <br />Ordinance by the City Council after a recommendation by the Planning Commission.16 The <br />application for rezoning to a PD Overlay District must include: <br /> A conceptual site plan and a vicinity map showing the relationship of the site to the surrounding <br />area. <br /> Preliminary calculations in tabular form showing compliance with applicable density, coverage, <br />floor area, parking, and open-space regulations. <br /> Conceptual elevations of proposed structures and signs, with exterior materials and wall <br />openings indicated. <br /> Photos of the site and of existing development in the immediate vicinity. <br />The Zoning Enforcement Officer (ZEO) also may require any of the following items, based on the <br />type, location, and potential impacts of proposed development: <br /> A map showing proposed district boundaries and the relationship of the district to uses and <br />structures directly affected by the proposed PD Overlay District. <br /> <br />16 City of San Leandro Zoning Code. 2021.
