CITY OF SAN LEANDRO
STAFF REPORT
DATE: June 17, 1996
TO: Mike Oliver, City.,Manager
FROM: William K.
APPROVED AND
FORWARDED
TO CITY CO NCIL
Mike Oliver
City Manager
SUBJECT: CASA PERALTA PRIORITY 1 SEISMIC UPGRADE, AMERICANS WITH
DISABILITIES ACT (ADA) ACCESSIBILITY IMPROVEMENTS,
PROJECT NUMBER 95-210-8601
SUMMARY AND RECOMMENDATION
Listed as a Work Session item on Monday night's agenda is an update on the Casa Peralta
Seismic Retrofit Project. To date, the project has completed a seismic analysis of all
structures on site, seismic improvements to the main Casa Peralta structure and to the
exterior property wall. At this time to complete the seismic work, the required Americans
with Disabilities Act (ADA) improvements and kitchen remodel, additional work needs to
be done. The cost for the ADA Improvements is $35,000. Funds are available from
Housing and Community Development block grant to cover this work. The cost for kitchen
and seismic improvements is $80,821.00. Funds are available from Capital Improvement
Contingency Reserves for this work. City staff recommends the Council authorize the City
Manager by motion to transfer additional funds for the completion of seismic improvements,
and to proceed with the construction of kitchen and restroom accessibility upgrades.
BACKGROUND
As part of the 1994-95 Capital Improvement Program, a seismic analysis was performed on
the structures at the Casa Peralta. The analysis, completed November, 1995, identified
conditions which posed life threatening risks in the event of a severe earthquake (Priority
1 Collapse Hazards).
This report and its findings were presented to Council on December 4, 1995. The City
Council directed staff to proceed with the repair of the Priority 1 Collapse Hazards (Minute
Order No. 95-84) on an emergency basis and to return for approval of funding for the
kitchen and restroom accessibility upgrades. Immediately after the City Council's action, a
temporary fence was installed outside of the perimeter wall and the buildings were closed
by the Chief Building Official to all but authorized personnel as a safety precaution.
DISCUSSION
19
