CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: September 30, 1996 <br />TO: Wandzia Grycz, Interim City Manager <br />FROM: June Catalano, Development Services Director <br />APPROVED AND FORW <br />TO CITY COUNCIL <br />Wandzi <br />Interim <br />BY: Joann Oliver, Community Standards Coordinator <br />SUBJECT: Hearing to Reconsider the Site Development Approval SD-75-44 for the St. <br />Moritz Apartments <br />SUMMARY AND RECOMMENDATION <br />Planning Commission Vote: <br />The motion was made by Commissioner Ness and carried as follows (5 ayes) (2 noes) to <br />refer the matter of the St. Moritz apartments to the City Council with a recommendation <br />to adopt the staff recommendation with the following modifications: <br />1. Work with the neighbors to study the feasibility of speed bumps on Harold Avenue. <br />2. Study the feasibility of limiting the hours of accessibility for the pedestrian and <br />vehicle gate. (Assuming that the pedestrian gate functions properly so that it requires <br />key access from Harold Avenue). <br />3. Keep the pedestrian gate open. <br />On July 11, 1996, a public hearing was held before the Planning Commission to hear testimony and <br />develop a recommendation for the City Council regarding the petition request to revoke the Site <br />Development Approval, SD-75-44. SD-75-44 was approved by the Site Development <br />Subcommittee in 1975 and authorized the exit from the St. Moritz Apartment building onto Harold <br />Avenue. Prior to the issuance of this permit, there was no access between the St. Moritz Apartment <br />building and Harold Avenue. <br />After hearing all testimony, the Planning Commission agreed to the following recommendation to <br />the City Council: <br />1. Maintain the current traffic pattern on the site. <br />J. <br />
