Wandzia Grycz <br />November 7.1996 <br />t will cost about S52,000 to install a total of 12 new humps, and to remove the hump on Sybil and all four <br />traffic circles. This work can be paid for by available Development Fees for Street Improvement (D.F.S.I.) <br />funds, which has been allocated for neighborhood traffic control devices in Fiscal Year 96-97. Staff requests <br />that the Citv Council authorize the use of these funds. Staff also recommends that the Council considers the <br />guidelines presented at the end of the attached report. These guidelines may serve as a basis for evaluating <br />future programs of traffic calming devices. However, each street segment and neighborhood has concerns <br />that need to be evaluated independently. <br />SUMMARY OF ATTACHED REPORT <br />In September, 1995 staff recommended a pilot program to place one speed hump and traffic circle on Joaquin. <br />Juana, Dolores and Maud Avenues. In response to concerns from residents on Estudillo and Sybil Avenues. <br />the City Council directed staff to expand the program to place a traffic circle on Estudillo and one speed hump <br />on Sybil. During the planning of the pilot program. the community and the City Council established both the <br />goals for the program as well as the constraints on what the program could do. The goals were to reduce the <br />speeds of all traffic in the vicinity of the humps and circles without the need for added police speed <br />enforcement, to determine whether these kinds of traffic controls were effective in reducing speeds. and to <br />determine how these controls would be received by residents. The program also gave staff the opportunity to <br />test the appropriateness of installing a traffic circle on an arterial (Estudillo) with over 13.000 vehicles a day. <br />and a speed hump on different arterial (Sybil) with almost 7,000 vehicles a day. The constraints were that 1) <br />peed reductions should be accomplished without significantly impacting emergency access and 2) the circles <br />nd humps should not result in significant shifts of traffic volume among the streets in the neighborhood. <br />including Estudillo, a residential arterial. The pilot program ,vas not directed to reducing_ speeds along_ the <br />entire street, but just near the devices. <br />The ten month pilot program is complete, and all data have been collected regarding the performance of the <br />trial traffic control devices. A detailed analysis of the data. including the results of an opinion survey. is <br />provided in the attached report, titled "Traffic Calming Pilot Project - Final Report. Estudillo Estates <br />Neighborhood". The report includes sections that describe the development of the pilot protect. the devices <br />installed, changes in volume and speeds, effects on emergency access. public opinion. and staff s <br />recommendations. <br />BACKGROUND <br />As a result of petitions submitted from the Estudillo Estates neighborhood, Citv Council approved a pilot <br />program of neighborhood traffic controls in September, 1995. Three months later, speed humps and traffic <br />circles were installed on Joaquin, Juana, Dolores and Maud Avenues. A temporary traffic circle using cones <br />were installed at the intersection of Estudillo and Morgan Avenues. Within three days, the circle had been <br />utterly destroyed by traffic and was removed. In addition, residents on the comer of Estudillo and Morgan <br />complained that a circle would deflect traffic towards their homes. Observations by staff confirmed this <br />could be a problem, and revealed that a circle could potentially cause rear end and left turn accidents. In <br />January, 1996, a hump was installed on Sybil Avenue. In May, 1996, an opinion survey was conducted by <br />mail to allow residents to express their thoughts on the traffic controls. Of the 339 post cards we sent out. 195 <br />were returned for a response rate of 58%. 119 (or 61%) of the 195 respondents lived within 150 feet of a <br />22 <br />
