Bohne, Community Services Direc <br />William Algire, Engineering and Transportation Director <br />Main Library Retrofit/Renovation/Expansion <br />Branch Library Study <br />SLINEWARY AND RECOMMENDATION <br />We recommend the following competitive processes to review the completed schematic design for the <br />main library and to select management professionals to provide on -site management throughout the <br />Library Retrofit/Renovation/Expansion project. <br />1. The City should conduct a competitive process (RFP) to select an <br />architectural firm to conduct a peer review of the existing schematic <br />design in order to validate critical design elements. <br />2. The City should conduct a competitive process (RFQ) to select a firm <br />to provide overall and on -site construction/project management of the <br />project. <br />3. The City will negotiate specific contracts with the professionals selected as a result of <br />these competitive processes. The contracts should delineate exactly what services will <br />be performed, the timeline for delivering the services, and the total fees. <br />We recommend the City study the branch library system to determine the best locations for the <br />branches as well as determine the appropriate size of the library buildings. This would be a phased <br />program similar to the Civic Center Complex Retrofit Project. <br />BACKGROUND <br />The City Council approved a seismic upgrade/retrofit of the Community Library Center as part of the <br />city-wide project to retrofit essential City facilities. The Disaster Preparedness Subcommittee assisted <br />. establishing the priority assigned to the project. Funds have been set aside for the project. <br />17 <br />1 <br />
