meeting to consider the modification or revocation of the Approval. As noted above, <br />the Council may revoke or modify the approval if it makes one or more of the <br />findings delimited at Section 5-2906 of the Zoning Code, including that "the <br />approval has been so exercised to constitute a public nuisance or be detrimental to <br />public health and safety." <br />At the hearing, Council reviewed the Planning Commission's and Staff's <br />recommendations and also took testimony. City staff testified that it had confirmed <br />the conditions reported by the Traffic Engineer back in 1977 still existed, although it <br />was noted that an estimate of traffic volume was 20 to 50 cars during the peak <br />morning and evening hours. Testimony was also received from interested persons in <br />attendance, including Mr. Sullivan, Mr. Feliciano, tenants of the complex and <br />residents of Harold Avenue. The information presented to the Council may be <br />summarized as follows: <br />• Safety issues with having vehicular access to the complex only via Washington <br />Avenue persist. The traffic dangers of exiting from the complex onto <br />Washington Avenue have not decreased since 1977, when the issue was first <br />reviewed by the City's traffic engineer; <br />• Likewise, there are issues of safety and convenience associated with <br />maintaining pedestrian access onto Harold Avenue from the complex. There <br />was testimony presented that tenants felt it was safer to travel on Harold <br />10 <br />
