ATTACHMENT A <br />DETAILS OF TESTIMONY CONSIDERED BY THE CITY OF SAN LEANDRO <br />Findings Regarding Decision to: <br />On Petition to Modify/Revoke Permit SD-75-44 (Vehicular and Pedestrian <br />Access to Harold Avenue from St. Moritz Apartments) <br />The City of San Leandro Staff reports regarding the St. Moritz Apartments - <br />Harold Avenue Homeowners problem speak to 5 key areas that support the Council's <br />finding that the "approval [for the Harold Avenue access] has been so exercised to <br />constitute a public nuisance or be detrimental to public health and safety" as well as <br />the City's conclusion that some access from the complex onto Harold Avenue is <br />desirable for safety reasons: <br />1. Problems have arisen due to the existence of a driveway from the <br />apartments to Harold Avenue: increased traffic; speeding; honking of horns at <br />entrance/exit; <br />2. Problems have arisen due to the existence of a pedestrian gate between <br />the complex and Harold Avenue: increased on -street parking on Harold Avenue; <br />increased pedestrian traffic in the neighborhood; littering; loitering; and illicit activity <br />(including drug use; sexual activity) in the neighborhood; <br />3. There are safety problems related to driving to and from the apartments <br />1 <br />
