<br />Consulting Services Agreement between City of San Leandro and Last revised [02/28/2022] <br />Municipal Resources Group, LLC Exhibit A – Page 1 of 2 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />MRG has an established approach to Performance Evaluation Processes. Based on a standard <br />practice, we then incorporate client customization to include additional elements requested or <br />minimize the process to meet expediated timelines and needs. Flexibility is a key component in <br />providing San Leandro with a mutually agreed upon process. <br /> <br />A successful performance evaluation will recognize the accomplishments of City Manager and <br />show appreciation of contributions to the City. The summary will identify areas where the City <br />Manager is successful and areas for professional development. MRG will facilitate a discussion <br />between Council and the City Manager with actionable items to enhance organizational <br />leadership. A 360-degree evaluation requesting input from departmental managers may also be <br />conducted as part of this process. Individual interviews with departmental managers may also <br />be conducted, upon request. Finally, our process provides an opportunity for the City Manager <br />to provide a self-assessment in an effort to summarize her accomplishments and specify <br />progress on established goals from her perspective. <br /> <br />EVALUATION METHODOLOGY: <br />• Introduction to our evaluation process includes a call with the Mayor or subcommittee chair to <br />review the process, highlight key dates and communicate expectations of the Council, City <br />Manager and MRG facilitator. During the introductory meeting, we address logistics related to <br />the process. <br /> <br />• Customize the evaluation process to reflect the needs of the City Council. We work with the <br />City Council, or subcommittee, to gain insight concerning high-level performance expectations, <br />and to customize the process including finalizing the online survey, performance areas and <br />attributes. <br /> <br />• OPTIONAL (estimated fee below): Prepare and launch a 360-feedback survey. MRG will use <br />an online survey format to gather individual feedback from direct reports, key stakeholders or <br />others with insight into the City Manager’s performance. A summary document will be drafted <br />with common themes and summarized feedback, not attributed to any one participant to ensure <br />confidentiality, and provide a platform for candid constructive perspectives. Individual interviews <br />with respondents may also be conducted in addition to the 360-feedback survey tool if merited. <br /> <br />• Secure a comprehensive self-evaluation document from City Manager. MRG has an outline <br />that provides the City Manager a framework to prepare a self-assessment. <br /> <br />• Gather insight and input, including goals, from each of the Council members. We have <br />developed an efficient online tool as a starting point for Council input. The confidential online <br />survey provides an opportunity for Council to provide categorical ratings and narrative response. <br />The online input allows the Council members time for contemplative responses before <br />interviews with the facilitator. <br /> <br />• Interview each Council member individually, in a manner that offers flexibility in scheduling. <br />Video conferencing provides an efficient, low-cost platform and is keeping with current COVID- <br />19 guidelines for social distancing. <br />DocuSign Envelope ID: 43CCD5EF-BFAE-468D-B085-E114EC1F9D9F
