A <br />a. EARTH <br />EFFECT: The various sites are paved, partially paved, and unpaved (in the <br />case of soil remediation) and would need to be graded and paved for utilization <br />of the sites. This paving of unpaved surfaces constitutes overcovering of the <br />soil. <br />FINDING: The concern of overcovering of the soil is whether there is <br />sufficient capacity in the storm water system to accommodate increased water <br />runoff. The site is essentially flat and the existing storm water drainage system <br />on Marina Boulevard can accommodate this increase in water runoff. <br />STATEMENT OF FACTS: The proposed grading and paving of the sites <br />requires a grading permit. Review and approval of the grading plan and <br />inspections during the grading process will ensure that the required grading plan, <br />which includes the appropriate drainage provisions, will be carried out so that <br />site drainage will be accommodated within the existing storm water drainage <br />system on Marina Boulevard, which does have sufficient capacity to accept the <br />additional inflow. City review and inspection of the grading permits and <br />grading process will ensure that there will be no significant effect on the <br />environment related to the grading process. <br />EFFECT: The existing sites include a combination of paved, partially paved, <br />and unpaved surfaces. The grading and paving of these areas would result in <br />a very slight change in the topography of the site, although this area is <br />essentially flat. <br />FINDINGS: The site is essentially flat and any change in topography would <br />be very slight. A concern in a change in topography could relate to either a <br />significant feature or how that change in topography would result in a drainage <br />problem. The site includes a vacated gas station, a single family residence <br />converted into and most recently used as an office, and a vacated printing plant. <br />There is nothing significant about these features and the City's oversight of the <br />grading permit review and inspections during grading of the site will ensure that <br />no drainage problem will ensue. <br />STATEMENT OF FACTS: The proposed grading and paving for the sites <br />requires a grading permit.
