c <br />b. SEISMIC EVENTS <br />EFFECT: This project area lies within one and one-half (1-1 /2) miles <br />of the Hayward Fault and is within a seismically active area. In the <br />event of a major earthquake on the Hayward, San Andreas or other <br />nearby fault, structures or persons in the area would be exposed to <br />damage or risk depending on the magnitude and nature of the earthquake. <br />FINDINGS: The project area has no special characteristics that make it more <br />susceptible to impact than other similarly situated land in San Leandro. All <br />construction and rehabilitation will comply with the San Leandro Municipal <br />Code. With these requirements in place, the potential impact associated with <br />geologic hazards has been lessened to below a level of significance. <br />STATEMENT OF FACTS: All construction and rehabilitation will comply <br />with the San Leandro Municipal Code. City review and inspection during the <br />plan check, building permit, and building stage will ensure that potential impacts <br />associated with geologic hazards will be lessened to below a level of <br />significance. <br />C. AIR QUALITY <br />EFFECT: This proposal would result in total new trips of approximately 110 <br />in the a.m. peak hour and 210 in the p.m. peak hour. The increase represents <br />a four percent increase in traffic volumes at the study intersections and all <br />intersections will operate at LOS A or B. <br />FINDINGS: The level of service at the study intersections would remain <br />unchanged and the study intersections will all operate at LOS A or B, the <br />highest rating. The increased traffic volume would not result in a substantial <br />increase in air emission or deterioration of ambient air quality. The location of <br />the proposed auto dealerships are a relocation of existing dealerships within the <br />region in Oakland. To the extent that a lack of auto dealerships currently exists <br />in the San Leandro/Oakland area, on a regional level auto trips may actually be <br />shorter because local consumers will not have to drive as far to shop for <br />automobiles. <br />STATEMENT OF FACTS: A traffic study was conducted to determine the <br />anticipated trip generation and the impact on the traffic flow, and indirectly, the <br />air quality. The four percent increase in traffic volumes at the study <br />intersections is not considered significant. The Draft Bay Area Air Quality <br />Management District (BAAQMD) CEQA Guidelines for assessing air quality of <br />projects and plans recognizes that traffic increases less than 10 percent are not <br />considered significant. With the increased traffic, all intersections will remain <br />unchanged at LOS A or B. These levels of service represent the highest <br />standards. <br />
