it SUMMARY OF SALIENT FACTORS AND CONDITIONS JA <br />I <br />A. Assignment <br />Determine the fair reuse value for the subject site being conveyed by the Agency to the Auto <br />Dealer, given the specific development agreed to in the proposed disposition and development <br />agreement (DDA), which requires the Auto Dealer to develop one new and one used automobile <br />dealership on the north side of Marina Boulevard in San Leandro. The site to be conveyed is <br />comprised of three parcels located at 1066-1072 and 1152 Marina Boulevard, totaling 1.32 acres <br />in size. Separately, the Auto Dealer is privately purchasing 3.66 acres for the purpose of <br />developing additional dealerships. <br />B. Project Description <br />This reuse appraisal and the Section 33433 Report address only the sale of three parcels described <br />above for the development of one new and one used automobile dealership. The other parcels <br />comprising the Project are private acquisitions and are described later in this report. Overall, the <br />proposed development ("Project") will consist of four new automobile dealerships and one used <br />car facility to support the new car dealerships, including vehicle showrooms, office areas, service <br />bays, retail parts departments, an on -site parldng area and ancillary grounds landscaping. There <br />will be no publicly owned facilities. <br />C Site/Land Area <br />The subject of this reuse appraisal is the 1.32 acres to be assembled and conveyed by the Agency. <br />D. Location <br />The site on which the Project will be constructed consists of parcels on the north side of Marina <br />Boulevard just east of Interstate 880, directly across from the Marina Square Shopping Center. <br />The project site is located in the Joint County of Alameda -City of San Leandro Redevelopment <br />Project Area. The overall site enjoys good visibility from Marina Boulevard. Access to the site is <br />only fair, as a result of traffic configuration. There is a painted median along Marina Boulevard <br />in the area of the overall site, requiring vehicles traveling eastbound on Marina Boulevard to make <br />U-turns at Teagarden Street to access a portion of the site (1066-1072 Marina Boulevard). 1152 <br />Marina Boulevard is at a signalized intersection, however, and has good access. <br />KEYS E R MARSTON ASSOCIATES I N C. <br />1909610014-003.dx Page 1 <br />
