d. DRAINAGE <br />EFFECT: The existing sites include a combination of paved, partially paved <br />and unpaved surfaces. The grading and paving of this area will slightly increase <br />the amount of surface water runoff. <br />FINDINGS: The site is fairly flat and the existing storm water drainage system <br />on Marina Boulevard can accommodate this increase of water runoff due to <br />construction and paving on the site. In addition, any conditions of approval for <br />the sites would include the appropriate drainage design and mechanisms to <br />connect with existing storm drainage infrastructure. The City will require a <br />grading permit and inspections for the sites. Compliance with the approved <br />drainage design, the City's oversight of the grading permit review, and <br />inspections during grading of the sites will ensure that no drainage problem will <br />ensue and any potential impact will be reduced to below a level of significance. <br />STATEMENT OF FACTS: The proposed grading and paving for the sites <br />requires a grading permit. Review and approval of the grading plan and <br />inspections during the grading process will ensure that the required grading plan, <br />which includes the appropriate drainage provisions, will be carried out so that <br />site drainage will be accommodated within the existing storm water drainage <br />system on Marina Boulevard. City review and inspection of the grading permits <br />and grading process will ensure that there will be no significant effect on the <br />environment related to the grading and construction process and the resulting <br />increase of water runoff. <br />e. NOISE <br />EFFECT: The proposal could result in increases of existing noise levels. <br />FINDINGS: An evaluation of the noise impacts was performed by <br />Environmental Science Associates, Inc. (ESA), a Bay Area firm <br />providing environmental consulting services. ESA performed multiple <br />24-hour noise measurements at the rear fenceline of the proposed used <br />car lot between the two nearest residences. This evaluation, which is <br />included as an attachment to the Mitigated Negative Declaration, <br />concluded that the increase in ambient noise levels generated by the <br />proposed new car showroom and used car lot would not be significant. <br />The evaluation also found that the increased traffic noise generated by <br />these two uses would not be significant. <br />STATEMENT OF FACTS: The noise evaluation noted that, in determining <br />significance criteria, an increase in the noise environment of five dBA or greater <br />is considered to be the minimum required increase for a change in community <br />reaction according to the U.S. Department of Transportation, 1990. This five <br />dBA standard was used to evaluate increased noise from vehicle traffic. For <br />evaluation of increased noise impacts from business operations (as opposed to <br />vehicle traffic), an increase of three dBA or greater was used to determine a <br />
