from adjacent residential neighborhoods and to be designed and equipped with <br />shields to eliminate off -site glare is included as part of the Mitigated Negative <br />Declaration. With this mitigation measure in place, the potential impact from <br />light and glare will be brought to a level below significance. <br />STATEMENT OF FACTS: The City of San Leandro reviews lighting plans <br />during the plan check and building permitting process. A mitigation measure <br />requiring lighting to be diverted away from adjacent residential neighborhoods <br />and to be designed and equipped with shields to eliminate off -site glare, will <br />ensure that any potential impacts related to the amount of glare will be brought <br />to a level below significance. <br />g. LAND USE <br />EFFECT: The proposal would result in a change in the present <br />land use of the area. <br />FINDINGS: The property is currently partially vacant and underutilized <br />commercial and industrial property. The proposed use would be for auto sales <br />while previous uses were a gas station, single family residence/office, and <br />printing plant. This change in land use from a vacant condition to a vital retail <br />use is considered an improvement. <br />STATEMENT OF FACTS: The County of Alameda and City of San Leandro <br />adopted the Joint Redevelopment Plan to address vacant, blighted, and <br />underutilized areas of the unincorporated areas of the County and areas of the <br />City. The proposal will implement the plan by improving the condition of this <br />vacant, underutilized site. There is no significant impact specifically associated <br />with this change in land use that has not been covered in other sections of the <br />Initial Study and Mitigated Negative Declaration (e.g. traffic, noise) and no land <br />use mitigation measures are required. <br />h. EMERGENCY PLAN INTERFERENCE <br />EFFECT: The potential closure of Wayne Avenue was analyzed in a traffic <br />study prepared by TJKM, a Bay Area transportation consulting firm. However, <br />this potential closure has been rejected by the Agency staff and will not be <br />considered for the proposal. The closure of Wayne Avenue could have had an <br />impact on emergency response or emergency evacuation plans and would have <br />had significant traffic impacts in the adjacent residential neighborhood. <br />FINDINGS: The closure of Wayne Avenue would have had significant traffic <br />impacts in the adjacent residential neighborhood and is no longer being <br />considered as part of this project. The placement of physical traffic controls on <br />Wayne Avenue is an alternative which could be implemented as part of the <br />project to address existing traffic concerns. The placement of the traffic controls <br />is optional and would not impact emergency response or emergency evacuation <br />
