The placement of the traffic controls is <br />optional and would not impact emergency response or emergency evacuation <br />plans. RISK OF UPSET <br />EFFECT: A Phase 1 Environmental Site Assessment was prepared for 1152 <br />Marina Boulevard. The Phase 1 report concluded that no remediation measures <br />were required for 1152 Marina Boulevard. A survey of asbestos containing <br />materials and significant lead -containing paint was conducted for the properties <br />at 1066, 1072, and 1152 Marina Boulevard and asbestos containing material <br />and/or significant lead -containing paint was identified at these sites. <br />FINDINGS: The Initial Study and Mitigated Negative Declaration <br />include the required mitigation measures related to hazardous materials. <br />The implementation of these mitigation measures will ensure that the risk <br />of exposure of persons to contaminated soil or toxic materials would be <br />reduced to a level of less than significance. <br />STATEMENT OF FACTS: A Phase 1 Environmental Site Assessment was <br />prepared for 1152 Marina Boulevard. The Phase 1 report included information <br />about 1066 Marina Boulevard as well. A field survey of the single-family <br />residence/office at 1072 Marina Boulevard was conducted by Michael Bakaldin <br />(City of San Leandro Hazardous Materials Coordinator). A survey of asbestos <br />containing materials and significant lead -containing paint was conducted for the <br />properties at 1066, 1072, and 1152 Marina Boulevard. The information from <br />the report and the field survey was summarized in the Initial Study and included <br />specific mitigation measures for each of the issues raised. The types of issues <br />on the sites related to the following: 1) the Phase 1 Environmental Site <br />Assessment for 1152 Marina Boulevard concluded that no remediation measures <br />are required for 1152 Marina Boulevard, 2) there is an open tank pit and three <br />remaining underground storage tanks at 1066 Marina Boulevard, 3) petroleum <br />hydrocarbon contaminated soil from the tank pit is stockpiled on site at 1066 <br />Marina Boulevard, 4) a soil and groundwater investigation performed on the site <br />(1066 Marina Boulevard) indicates that contaminated soil is present around the <br />tank pit, 5) the soil and groundwater investigation indicates elevated levels of <br />TPH as gasoline in the groundwater at 1066 Marina Boulevard, 6) a field survey <br />of 1072 Marina Boulevard identified stored service station and auto repair <br />inventory, including assorted automotive chemicals (oils, lubricants, solvents, <br />and antifreeze) and four or five drums of soil contaminated with automotive <br />chemicals, and 7) the survey 'of asbestos containing material and significant lead - <br />containing paint identified asbestos containing material and/or lead -containing <br />paint at the properties at 1066, 1072 and 1152 Marina Boulevard.
