Reporting <br />?Monitoring reports will be prepared and submitted to the following responsible agencies on an <br />annual basis each September: Corps of Engineers. BCDC, USFVA'S, CDFG. State Lands <br />Commission. Regional Water Quality Control Board, Alameda County Public Works <br />Department. The first report will be submitted after the first complete growing season is <br />concluded following construction. The report format will follow the Corps' October. 1991 <br />guidelines (Section VII.C). Each annual report will assess both attainment of yearl} success <br />criteria as well as review progress made toward achievement of final performance criteria. <br />MONITORING AND MAINTENANCE RESPONSIBILITY <br />The City of San Leandro will accept full responsibility for monitoring of WCDP construction <br />including all proposed mitigation measures as well as maintenance of the WCDP facilities. <br />However, the City continues to discuss long term operation with other agencies. particularl,. the <br />East Bav Regional Park District. In any event, the area will be managed as habitat in perpetuity. <br />D. IMPACT AND MITIGATION OVERVIEW <br />The purpose of the proposed project is to enhance and expand existing habitat conditions on the <br />1 72-acre project site. The implementation of the plan would result in restoration of the site to a <br />tidal condition which supports long-term environmental goals. However, implementation of the <br />enhancement plan would temporarily degrade existing habitat conditions for shorebirds. and <br />waterfowl and of primary concern, the endangered salt marsh harvest mouse, through the short- <br />term removal of limited salt marsh vegetation and altered inundation patterns. Measures <br />proposed as part of this plan and recommended as part of this Initial Study would ensure that <br />short-term impacts remain at levels below significance. <br />Additional mitigation measures identified to further reduce potential short-term impacts of <br />construction would be enforced by incorporating them into contract specifications prior to <br />solicitation of contractor bids. In compliance with Public Resources Code Section 21081.6 the <br />City has prepared and will implement a mitigation monitoring and reporting program to verify <br />compliance. The City will retain a qualified biologist to provide oversight of all construction <br />operations. <br />58 <br />
