28. Development Fee for Street Improvement. The Development Fee for Street Improvement <br />(DFSI) shall be assessed in the amount of $112,864.32 which is calculated at $1,567.56 per <br />residential unit. These fees were calculated using the Fiscal Year 2021-22 fee rates and are <br />due at Building Permit issuance. The City relies on property information provided by the <br />Alameda County Assessor's Office. These fees are subject to change on July 1 st of each year, <br />and are not vested until Building Permit issuance. <br />IV. BUILDING AND SAFETY SERVICES <br />29. Building Codes and Ordinances. All Project construction shall conform to all building codes <br />and ordinances in effect at the time of building permit submittal. <br />30. Soils Report. A Soils report shall be submitted and reviewed prior to the issuance of building <br />permits. A structural review letter from geotechnical engineering, stating that the foundation <br />design complies with the soils report shall be required. <br />31. Title 24. The project is required to comply with Title 24. <br />32. CalGreen. Construction and Demolition is required to comply with CalGreen and CalGreen <br />Residential Mandatory Measures Checklist is required. <br />33. Egress Windows. Egress windows for bedrooms are required. <br />34. Fire Rating. Fire rating for walls, rood and roof eaves within 5 feet of property lines are <br />required. <br />35. Fire Separation. Fire separation between units, stairs, hallways, utility room, and elevator <br />shaft are required. <br />36. Accessible Van and Standard Space. Van and standard accessible parking space with <br />signage and stripping are required to be provided on plans. <br />37. Accessible Path of Travel. Accessible path of travel from public right of way and accessible <br />parking to lobby, bicycle storage, storage, leasing office, community room, meeting room, <br />mail room, trash rooms, elevators, exterior amenities, laundry rooms, and individual units are <br />required to be provided on plans. <br />38. Playground. Exterior playground shall be accessible. <br />39. Accessible Clearance. Provide accessible clearances for all accessible spaces. <br />40. Floors. All floors being served by an elevator are considered a ground floor and shall comply <br />with Chapter I IA requirements. <br />41. Occupancy. Community room occupancy type and load shall be required to be provided. <br />42. Smoke Detectors. Smoke detectors in all units are required. <br />43. Clarification. Clarification is required for <br />a. whether gas appliances are being used in laundry rooms and in units. <br />b. whether the second floor courtyard occupant load is calculated into the second floor R-2 <br />occupant load for egress. <br />c. what equipment are used in utility rooms and the required fire separations. <br />d. whether the garage is gated and the location of the driveway and pedestrian gates, <br />pedestrian gates which shall comply with all accessibility requirements. <br />Conditions of Approval April 25, 2022 <br />PLN21-0044 15101 Washington Avenue Page 9 of 16 <br />
