57. Fixtures. Trees and light fixtures shall not interfere with Fire Department apparatus access to <br />the roof (along Fire Apparatus Access Routes). <br />58. Notification Device. A Notification device shall be provided indicating vehicles are exiting <br />from the parking garage area. <br />59. Address. An address shall be provided that can be seen from the street and have a contrasting <br />background. <br />60. Knox Box. Multiple Knox Boxes shall be provided for fire department access afterhours. <br />61. Gas Shut Off Switch. Gas powered BBQs shall be provided with a gas shut off switch. <br />VI. PUBLIC WORKS <br />62. Dimensions. Upon Building Permit submittal, clearly indicate dimensions, of each solid <br />waste/recycling area on the site plan including residential trash rooms and chute termination <br />room(s) details. Also include the proposed size, number, and type of solid waste and recycling <br />containers to be stored in each area. <br />63. Service Hauler. Upon Building Permit submittal, clarify the hauler servicing the property. <br />Where is the proposed point of service? How will the bins get to the point of service? See MF <br />Dwelling Enclosure Guidelines at Multi-Family-Trash-Enclosure-Guidelines-2016 <br />(sanleandro.org). <br />64. Solid Waste and Recycling Disposal Areas. Per the California Solid Waste Reuse and <br />Recycling Access Act of 1991, to assure adequate areas for collecting and loading recyclable <br />materials the building shall provide readily accessible solid waste and recycling disposal <br />area(s). Disposal area(s) shall be located within a reasonable walking distance from each unit <br />served. Public Works uses a guideline of approximately 250 feet to denote "reasonable <br />walking distance from each unit served". Indicate length of corridors on plans to determine <br />distance to trash rooms. <br />65. Trash Termination Rooms. Trash termination room(s) must be sized to accommodate one <br />dumpster under each chute, plus enough space to keep a spare dumpster for each (to be utilized <br />on service days). Show all containers, to scale, on plans. <br />66. Key Access for Waste Hauler. If gates/bollards with locks are planned to limit access to the <br />property, then the Applicant and/or Property Owner must provide keys or cards to the <br />franchised waste hauler. If keys or cards are not provided, then the Applicant and/or Property <br />Owner must ensure that all secured gates are open at 6:00 a.m. for collection. <br />67. Maintenance. The property owner, occupants and tenants shall maintain enclosure(s)/trash <br />chute termination rooms free of litter and other debris in accordance with the San Leandro <br />Municipal Code §3-15-215. The franchised waste hauler is responsible for replacement of <br />containers if they are in a condition of disrepair. <br />68. Storage of Solid Water and Recycling. Per the San Leandro Municipal Code §3-1-200, <br />storage of solid waste, recycling, and other materials outside of the enclosure(s)/trash chute <br />termination rooms that is visible from the street is always prohibited. <br />69. Separation of Compostable and Recyclable Materials. California state law, SB 1383, <br />mandates that compostable and recyclable materials be separated from landfill materials and <br />properly recycled. In San Leandro, SB 1383 will be implemented and enforced under the <br />Conditions of Approval April 25, 2022 <br />PLN21-0044 15101 Washington Avenue Page 11 of 16 <br />
