EXHIBIT A <br />SCOPE OF SERVICES <br />The CONTRACTOR shall work closely with CITY staff to design and implement <br />a cost effective Advanced Traffic Signal System and computer network communications <br />system between five City facilities (i.e., City Hall, Public Works Services Center (PWSC), <br />Main Library, City Attorney Office, and Water Pollution Control Plant (WPCP)). The <br />Signal System will include the following streets: <br />Bancroft Avenue (5 intersections between Callan Avenue and Sybil Avenue) <br />East 14th Street (17 intersections between Broadmoor Blvd. and Bayfair Drive) <br />Hesperian Boulevard (9 intersections between Louise/150th and Lewelling Blvd.) <br />Lewelling Boulevard (at Greenhouse Marketplace/Tropic Court) <br />Washington Avenue (3 intersections between Beatrice Street and Lewelling Blvd.) <br />Task 1 - Automated Counting Trial <br />Arrange the purchase and installation of automated counting equipment at the <br />intersection of Washington and Fargo, including dual -output detector amplifiers and <br />additional loops if needed. Use the dial -up connection to the Washington field master <br />to upload count data periodically. Convert raw count data to human readable counts. <br />Arrange four two-hour manual counts at the intersection and arrange for tube counts, <br />both to be conducted by the City. Compare uploaded counts with manual and tube <br />counts. Perform a correlation analysis to identify an algebraic combination of loop data <br />which will consistently reproduce the manual and tube counts. If no such correlation can <br />be obtained, investigate causes and add loops or make other adjustments as needed to <br />produce reliable count data. Document the results of the trial and recommendations in <br />a brief technical memorandum. <br />Deliverables: Technical memorandum documenting results of the automated counting <br />trial. <br />Delivery Schedule: 10 weeks after Notice to Proceed. <br />Task 2 - Detailed Design <br />Using the results of the automated counting trial, determine the equipment needed <br />for automated counting at other locations. Determine the intersections to have <br />automated counting installed initially. Consider counting for traffic responsive pattern <br />selection (TRPS) as well as counting for Generation 1.5 modeling. Prepare a technical <br />memorandum which documents the recommended automated counting equipment and <br />TRPS count locations. <br />Inspect existing cabinets, conduits, and pull boxes along the routes to have new City <br />owned communications cable (fiber or twisted pair) installed. Identify modifications <br />needed to existing facilities to accommodate the installation of new cable and <br />1 <br />
