communications with traffic signal controllers. Determine the type of splice chambers, <br />cable, and modems needed. Document the equipment and work needed to install signal <br />interconnect cable and to establish communications between the TMS and those City <br />signals that are to use cable interconnect. Document the equipment and work needed <br />to install fiber optic cable and to establish communications between City Hall, PWSC, <br />Main Library, City Attorney Office, and WPCP. <br />Identify which elements of the work are to be performed by competitive bid <br />contract, which are to be performed by Econolite, and which are to be performed by City <br />personnel or on -call contractors. Identify logical subdivisions of the work into separate <br />contracts or stages of work if appropriate. Prepare a technical memorandum which <br />documents the proposed design and contracting plan. <br />Work with Caltrans to determine the equipment and work needed to interconnect <br />all Caltrans signals and to provide dial -up field masters. Work with Caltrans to refine the <br />design of City interconnect segments on State highways, as it involves shared use of <br />facilities. Modify the proposed design as needed to address Caltrans concerns. Work <br />with the City to negotiate an agreement (or modification of existing agreement) with <br />Caltrans for shared use of conduit, shared use of cable if necessary, and shared access to <br />each others signal systems for monitoring purposes. Develop procedures for cooperation <br />between the City and Caltrans for operations and maintenance. <br />Work with Metricom and Econolite to determine the detailed requirements for use <br />of radio interconnect to other signals. Prepare a technical memorandum documenting <br />the findings. <br />Work with the E 14th Street TSM consultant to ensure the design of conduit on <br />E 14th Street meets the City's needs. <br />Deliverables: Technical memorandum for automated count equipment and TRPS <br />count sites. <br />Technical memorandum for the interconnect design and contracting plan. <br />Technical memorandum for the communications system linking 5 City facilities. <br />Input to agreement between City and Caltrans. <br />Technical memorandum for the Metricom requirements. <br />Input to the E 14th Street conduit design. <br />Delivery Schedule: 16 weeks after Notice to Proceed. <br />Task 3 - PS&E <br />Prepare plans, specifications, and construction cost estimate (PS&E) for each part <br />of the signal interconnect work, including installation of fiber optic cable between City <br />Hall, PWSC, Main Library, City Attorney Office, and WPCP. <br />2 <br />
