EXHIBIT E <br />GENERAL FEDERAL/STATE CONDITIONS <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />(Service Agreement) <br />1. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be <br />funded by fiscal assistance from another governmental entity, Contractor shall comply with all <br />applicable rules and regulations to which City is bound by the terms of such fiscal assistance <br />program. In particular, Contractor agrees to comply with all applicable provisions of the <br />Housing and Community Development Act of 1974 (Public Law 93-383) and regulations <br />promulgated pursuant thereto. <br />2. RECORDS. Records must be kept accurate and up-to-date. Contractor's records shall <br />be made available for review by the City, HUD or their designee. Contractor shall be <br />responsible to maintain, for not less than three (3) years after completion of this Agreement, <br />all records pertaining to this Agreement, including subcontracts and expenditures, and all other <br />financial and property records. <br />3. AUDITS AND INSPECTIONS. <br />A. Contractor shall at any time during normal business hours and as often as the <br />City, HUD and the Comptroller General of the United States may deem necessary, make <br />available to their representatives for examination all of Contractor's records with respect to all <br />matters covered by this Agreement and shall permit these representatives to audit, examine and <br />make excerpts or transcripts from such records, and to make audits of all documents and <br />conditions relating to this Agreement. All costs are subject to the eligibility requirements of <br />HUD. <br />B. Contractor shall permit and facilitate observation and inspection of the work and <br />records at Contractor's principal office and job site by City, its employees and public <br />authorities during reasonable business hours. <br />4. EQUAL EMPLOYMENT OPPORTUNITY. <br />A. Affirmative Action in Employment <br />1. Contractor shall comply with the Affirmative Action Program and Equal <br />Employment requirements of the City, State and Federal Government. <br />2. During the performance of this Agreement, Contractor agrees as follows: <br />a. Contractor will not discriminate against any employee or <br />applicant for employment because of race, color, religion, sex, <br />sexual orientation, handicap, age, or national origin.
