Priority #5: Increase the availability of services and housing and rill gaps along the <br />continuum of care for homeless people and people at risk of becoming <br />homeless. <br />Resources Used: <br />The City applied CDBG, Community Assistance, and HOME funds to programs <br />during this year. <br />Activities Undertaken: <br />The City participated in the initial development of the Continuum of Care strategy as <br />a member of the working group. The initial phases of the program began during this <br />time period; the plan is anticipated to be implemented by January 1997. <br />The City continued to support emergency shelter and transitional housing programs <br />for homeless people and people at risk of becoming homeless. <br />Transitional Housing - the City continued its participation in the Alameda County <br />HOME-TAC Consortium for use of the HOME funds. The City committed $200,000 <br />of HOME Grant funds to the rehabilitation of 54 units at the Alameda Naval Base <br />Navy Lodge. Project developers are Rubicon and the San Leandro Shelter for <br />Women and Children. The project is in its initial phases and is anticipated to be <br />completed late 1997. <br />Services and Facility Improvements - the City provided both CDBG and Community <br />Assistance funds to the San Leandro Shelter for Women and Children, Davis Street <br />Community Center, and the Emergency Shelter Network (ESN). Funds were <br />allocated for services and facility improvement projects. <br />Rental Assistance - the City contracted with ECHO Housing, Inc. to provide a Rental <br />Assistance Program (RAP) to residents. The program assisted with move -in costs or <br />delinquent rent due to a temporary financial setback by arranging for a guaranteed <br />repayment contract between the tenant and landlord. During this time period, 18 <br />households were assisted. <br />Geographic Distribution: <br />The Navy Lodge project is located at the Alameda Naval Base and will be made <br />available to clients of the San Leandro Shelter for Women and Children. Davis Street <br />Community Center and RAP provide services citywide. ESN coordinates services <br />throughout the County. <br />Leverage of Non -Federal Resources: <br />The City Council annually allocates general funds to create the Community Assistance <br />Program. These funds are made available to nonprofit agencies serving San Leandro <br />residents. <br />
