le STATEMENT OF FACTS: City review of this project will include standard conditions of approval from the Police, Fire, and Engineering and Transportation Departments. This review will ensure that the projects design will minimize the need for significant additional services, e.g. security design and fire suppression devices. This City review process will reduce the affect on city services to a level of less than significance. EFFECT: This infill project which replaces a recently closed restaurant and banquet facility is served by public utilities. Water, gas, electricity, telephone, sewer, storm water and cable tv services are presently available or can be extended from abutting streets. FINDINGS: Water, gas, electricity, telephone, sewer, storm water and cable tv services are presently available or can be extended from abutting streets with no unusual problems anticipated and there is no significant impact relating to the provision of utility services. That the Initial Study and accompanying textual analysis, both of which are incorporated by reference herein, have determined that no other potentially significant environment effects are attributable to the Marina Conference Center. IV. That the City Council approves, as adequate, the Mitigated Negative Declaration (with the Response to Comments Report) for the Marina Conference Center. V. That the City Council imposes as conditions of approval of the Marina Conference Center considered herewith the mitigation measures provided in the final Mitigated Negative Declaration and the final Mitigation Monitoring Plan. VI. That pursuant to Fish and Game Code section 711.4, the City Council finds that, based on information contained in the Initial Study, Mitigated Negative Declaration, Response to Comments Report, and the Mitigation and Monitoring Plan, the effect of the Marina Conference Center will be de minimis in their effect on fish, wildlife and plants. The City Council further finds that, based on the initial study, the Marina Conference Center will not result in any impact on plants and animals. VII. That pursuant to Public Resources Code § 21081.6, subdivision (d), all records, materials and other documents constituting the record of proceeding are available from the Planning Manager. 5
