will assist in the elimination of blight in the Plaza I Redevelopment <br />Project Area. <br />(a) The renovation of improvements and construction of new parking <br />spaces, pedestrian walkways, and outdoor eating area will help to <br />eliminate and prevent the spread of conditions of blight including <br />deteriorating buildings, incompatible land uses, uneconomic land <br />uses, and vacant buildings by attracting three (3) nationally <br />known retail food and beverage establishments secured with long- <br />term leases. <br />(b) The sale of the property at 1445 East 14th Street for the <br />construction of tenant improvements for the three (3) retail food <br />and beverage establishments, and the execution of a license <br />agreement for 1433 East 14th Street to construct a new parking <br />lot, pedestrian walkways, and outdoor seating area will create <br />superior vehicular and pedestrian circulation and improve the <br />aesthetic appearance of the critical downtown San Leandro area. <br />(c) The sale of the property for the construction of tenant <br />improvements for three (3) national food and beverage retailers <br />will help to eliminate economic and social deficiencies by <br />expanding employment opportunities, help to halt declining or <br />stagnant property values in the area, lower commercial vacancy, <br />and assist in effectuating other economic development programs <br />for retail uses in the area by stimulating other private investment. <br />II. The City Council finds that, on the basis of the following specific <br />findings, the sale of the property at 1445 East 14th Street, which may <br />be purchased in whole or in part with tax increment revenues, set forth <br />in the form of the Disposition and Development Agreement between the <br />Redevelopment Agency of the City of San Leandro and Empire Realty <br />Group, L.L.C. is consistent with the Implementation Plan for the Plaza I <br />Redevelopment Project. <br />(a) The Implementation Plan calls for elimination of blighting <br />conditions, "including an unsafe vacant building, an underutilized <br />lot, and a vacant lot," through programs of rehabilitation of <br />commercial structures and business development. Attracting <br />three (3) new nationally recognized food and beverage <br />establishments to 1445 East 14th Street meets these goals by <br />making tenant improvements to a vacant building; rehabilitating <br />
