Action Plan - FY1997 (Header for even numbered pages: Times 8 point, bold, flush left) <br />City of <br />Page 6 <br />HOMELESS AND OTHER SPECIAL NEEDS ACTIVITIES <br />Development of a county -wide Homeless Continuum of Care Plan <br />In order to update strategies for continuing to serve the homeless and prepare for more limited <br />and/or block granted federal funding, the jurisdictions of Alameda County and homeless service <br />providers are developing a Homeless Continuum of Care Plan. The planning process is <br />identifying gaps in the current service delivery system and setting priorities for future efforts to <br />address homelessness in Alameda County. The Plan is intended to link homeless policies and <br />plans in each of the three Alameda County HOME jurisdictions: Berkeley, Oakland and the <br />HOME Consortium. It will provide an overarching set of locally agreed -upon principles and <br />priorities which each jurisdiction will put into practice within their own funding guidelines, and <br />will identify areas for multi jurisdictional collaboration. <br />The planning process is being lead by a working group of representatives from each of the HOME <br />Consortium jurisdictions and CDBG entitlement jurisdictions in the County, the County, service <br />providers and advocates, homeless or formerly homeless persons, representatives of the faith <br />community, business and labor representatives, and education and health care professionals. The <br />consulting team of HomeBase and Bay Area Economics was selected to facilitate the planning <br />process. HomeBase is a public policy law firm on homelessness. Bay Area Economics is a <br />development and financial consulting firm focusing on public and non-profit development. The <br />Plan will be completed in Spring 1997 and the recommendations in the Plan will be used to <br />establish priorities for the upcoming homeless continuum of care funding round. <br />The following programs administered by Alameda County Housing and Community Development <br />Department (HCD) serve regional homeless and special needs populations in the Alameda County <br />HOME Consortium jurisdictions. <br />Housing Opportunities for People With AIDS (HOPWA) <br />Alameda County Housing and Community Development Department (HCD) administers the <br />HOPWA program for Alameda County, under contract from the City of Oakland. The HOPWA <br />entitlement is received by Oakland as the largest city in the Eligible Metropolitan Area. HOPWA <br />funds can be used for a variety of housing and service activities for persons living with HIV and <br />AIDS and are intended to serve all of Alameda County. <br />In 1996 HCD, in partnership with the City of Oakland, completed a multi -year AIDS housing plan <br />for Alameda County. The plan provides more complete information about the need for AIDS <br />housing, presents recommendations for how HOPWA funds should be allocated over the next five <br />years, and seeks to improve coordination between HOPWA and other AIDS- and housing - <br />dedicated funds. The Plan was completed in January 1996 and taken to a number of local boards <br />and coalitions for endorsement, including the Ryan White Title I Planning Council, the Ryan <br />21, <br />
