The Collaborative is participating in conversion activities at Alameda Naval Air <br />Station, Oak Knoll Medical Facility, Oakland Naval Supply Center, and the Oakland Army Base. <br />During the last year, the Homeless Collaborative, with support from HCD, has achieved on Alameda Naval <br />Air Station (NAS) the largest single commitment of resources to meet the growing needs of the homeless in <br />the county's history. In its March 1996 publication, Guidebook on Military Base Reuse and <br />Homeless Assistance, HUD cites the reuse planning process at NAS as "a model for how a <br />community goes about the process of balancing the economic redevelopment, other development <br />and homeless assistance needs of the community in the vicinity of the installation." <br />The NAS Plan includes housing for 386 families and single individuals, a child care facility for up to 60 <br />children, economic development and job training opportunities, a multi -service center, and a first source <br />hiring program for all new businesses locating at the former Naval Air Station. An integral part of the <br />housing included in this plan is the new construction of 24 units "off -Base" for homeless veterans. <br />As part of its agreement related to the Oak Knoll Medical Facility in Oakland, the Homeless <br />Collaborative will receive a grant of $2 million for homeless activities in Alameda County. The <br />Collaborative is seeking to preserve the bulk of the money ($1.75-$2 million) for the creation of a <br />Homeless Services Endowment Fund. Initial Collaborative efforts would focus on growing the <br />fund by approaching foundations and corporations for matching contributions, as well as deciding <br />upon a formal fund management and distribution structure. Monies would be distributed every 1- <br />3 years for supportive services and organizational capacity enhancement related to homeless <br />needs in all parts of Alameda County, with the purpose of preserving the principal of the fund. <br />The Collaborative anticipates that the Continuum of Care Plan currently being created by a broad <br />spectrum of homeless providers and local governmental jurisdictions will provide an on -going <br />guide with respect to homeless needs in the County. <br />Lastly, the Collaborative is looking at potential opportunities to serve the homeless related to the <br />closing of the Oakland Army Base, and the Fleet Industrial Supply Center -Oakland. Because the <br />Continuum of Care model developed by HUD and included as part of its review of every Local <br />Reuse Authority's base reuse plan includes more than the provision of housing, the Oakland Army <br />Base and the Fleet Industrial Supply Center must be seen as potentially offering a significant <br />number of opportunities for local homeless providers including apartment housing, barracks <br />housing, transitional housing, a youth center, a child care facility, dispensary, and extensive <br />warehouse space, as well as job training and placement. <br />-- 34 <br />
